The submission of tenders is an important process in the
allocation of engineering contracts. As a government activity, it also ensures
that tax resources are properly spent, and in transparent, legitimate
transactions. Before a proposal is submitted, it should therefore be checked to
ensure that it is passable. This is known as Tender Proposal Review Editing , and it is something which some people may feel they need help with.
There are two ways of reviewing a submission. The first is
for its author to conduct the review themselves. This does, of course, allow
for the possibility of existing mistakes to go undetected by their creator. The
proposal might be a large document, involving a massive amount of material, and
some authors may not understand exactly how the tender committee evaluates
prospective contractors.
The second method is to make use of professional editors or
text generators, who are able to assess and edit the proposal so that it is as
suitable as it can be for submission. Besides the general editing skills that
they may have, they may also be able to advise the bidding contractor on how to
approach the tender process in general.
In reviewing a proposal, there are certain factors which
need to be kept in mind. These are, in no particular order of importance,
consistency, comprehensiveness, and presentation.
Consistency refers to the way that the text needs to be
uniformly accurate. There should not be any contradictions. Not only do these
create a terrible impression, but they also leave the reader with no reliable
information on the contradicted topic or item. If the assessing committee is
not satisfied that the bidding engineer understands the nature of the work,
their application has no hope of success.
This relates to the second point, namely that the
information contained in the documentation needs to be entirely what has been
requested. An omission may merely be an oversight, but it may also be
deliberate, so the committee should not have to ask for further information or
a revised document.
Presentation is the formatting and physical production of
the text, something which many people may not be able to execute themselves.
The use of word processing software seems easy, until a document of hundreds of
pages is concerned, including graphics and an elaborate system of subsections,
and its physical printing and compilation is required. Even e-mailed proposals
pose the issue of compatibility in their format.
If the bidding engineer does not understand the submission
process or has no experience of making submissions, it is perhaps advisable to
approach someone who has the expertise to ensure a passable, if not successful,
submission.
